[EAS] Where attention needs to be

This ugly proposition reared its ugly head in SC a little over four 
decades ago.
It was beat back in that that advertising is considered to be a part of 
the cost of production or sales ,which is passed on to the final user, 
who is liable for sales tax when they buy the end product.
Furthermore, radio stations are not required to pay sales tax on 
anything used to produce the final product, the on-air signal. They pay 
sales tax on office electricity, supplies and furnishings, etc., but not 
on power for studios or xmtr, tech supplies, equipment, and so on..
