[EAS] NWS Impact Based Warnings

My partner lives just down the hill from the St. Marys
station; I'm ten minutes away from the Parkersburg
station--in the case of real emergencies.  Usually we are
dealing with run-of-the mill severe thunderstorm or flash
flood warnings.

Full time staffing is not going to happen.  There is just
not enough money to justify that in a small market
operation.  The 6 station group with the primary relay
station is staffed 24 hours--they have a slightly larger
budget, not to mention more revenue. 

The big weather events here are river flooding--which we
know about in advance if NWS is doing their job;  and the
every ten year or so big snow. Regular, ordinary 3 to 4"
snow just shuts down the town 'cause these southerners
around here can't handle it.
