[EAS] NWS Impact Based Warnings

        Any station that needs to alert its listeners
        can accomplish a phone input to the automation
        (at the minimum) for very little money.

        Good grief ... with a little forethought, even
        that could be repeated every three minutes or
        so - if deemed important.
        
        Even the satellators, if they cared for more
        than merely filling their money boxes, could
        have local input.

        There is *no* excuse for *any* station not
        serving its market.

        The current EAS is a series of compromises
        to allow the many kingdoms to proliferate
        while saying the system is ready "to serve."

        The FCC could fix it in two sentences. One
        simply could be that someone *must* monitor a 
        a station's EAS and respond within xx minutes,
        whether the decision is to air or not.
