[EAS] NWS Impact Based Warnings

As much as I agree with your sentiments, Clay is correct. Most people don't
pay attention to warning messages, especially weather warnings. Part of that
may be the inability to tell in advance exactly where a particular storm
will hit and what the impact will be. Sandy was a perfect example--there was
plenty of information about the storm and the dangers ahead of time and some
people evacuated their homes while others stayed. And just like Katrina and
every other major hurricane we've seen in modern history, people stayed and
got hurt or died. The problem is, we aren't failing to warn people, we are
failing to convince people that the dangers can affect them and they need to
do something about it. The government thinks that new warnings and new
warning language will make a difference.

Evacuation advisories are why we have an EVI 

I don't quite buy into your comment about the vast majority having common
sense...My experience has been to the contrary.  Government has an
obligation to warn citizens....especially in cases where the citizen is not
aware of the circumstances and specific conditions that could well place
them in danger.   Joe Citizen is focused on what he 'normally' does...and
not on what might happen from causes that he is not aware of.
