Evacuation advisories are why we have an EVI 

I don't quite buy into your comment about the vast majority having common
sense...My experience has been to the contrary.  Government has an
obligation to warn citizens....especially in cases where the citizen is not
aware of the circumstances and specific conditions that could well place
them in danger.   Joe Citizen is focused on what he 'normally' does...and
not on what might happen from causes that he is not aware of.
