[EAS] NWS Impact Based Warnings

Richard,
Central Region has uniform warning standards and policies which may
differ from Western or the other regions. The local WFO has some
latitude in implementing them. But the important operative is the
latitude is limited.
As an adjunct, it may be a good idea for stations who monitor the NWS to
set aside or archive EAS logs where message flooding occurs to
demonstrate such does in fact occur. There may be some level of denial
encountered until cold hard EAS logs are presented. Especially if the
log is a stack of paper covering multiple events.
