[EAS] NWS Impact Based Warnings

In 2011 my brother lived on East 20th street in Joplin:

His house was a couple of blocks east of this photo, which
looks west.

They had watched the news (which runs 5-5:30
normally-central time--to join network news at 5:30 & there
were tornado warnings, but they were for north of there in
Kansas. They heard some sirens, but then heard the winds
ramp up.

Most houses in Joplin have no basement because most of the
city has old lead mines underneath --his house was typical,
ranch with attached garage. No place to go except away from
the windows. Roof blown off but the walls stayed up.  They,
2 dogs & 4 cats all survived.

I'm not sure what language that NWS slideshow was in, bore
little relation to English. Lot's of big words, little real
information. Not sure how anything they were proposing would
have made a difference in Joplin
