I think that like most things Federal Government, there is a strong desire to be 'big brother', so all CAP alerts have to be channeled through IPAWS so that the feds can be in control. In a real emergency situation, this sort of centralization is the very last thing you want, and IMHO, it is a disaster waiting to happen.

They will probably get the same vendor to run IPAWS, as the one who built the Obamacare website ;) And I am not being completely humorous here. I am personally dealing with a quasi-Federal IT project that has been like a blind committee trying to build a space shuttle.

I can now see ads for emergency supplies accompanying a CAP alert....
