[EAS] Ipaws to switch to commercial providors?

I would be surprised if a private company couldn't do better than the government, plus, they can be fired if they fail!

The failures and shortcomings of IPAWS as outlined in the article (whether it's operated by the gov't or a private company) reinforce my non-understanding of why ALL local CAP messages are to be channeled through IPAWS.

Forget about the "traffic" if there are widespread problems at the same time, this documented single-point-of-failure can stop them ALL!
