That's the heart of my question. The answer appears to be that we have to
watch our locator coding for CAP tests and activations as carefully as we
program our locator coding for filtering received messages. Otherwise,
stations at one end of the state will be exposed to FCC violations if they
miss a CAP test issued at another end of the state. This will be critical as
more and more local agencies start their testing their CAP software. We'll
have to make sure they send their tests only to the local operational area
and not the entire state. And we will have to make sure they let us know
that they've sent a test so the stations in their area know what to expect
in their logs. How is this handled in other states with CAP capability?
Still, in Nevada where the only statewide test we've ever had was the
mini-National EAS test from FEMA, this is a Big Deal. The CAP software will
make issuing a statewide AMBER Alert much easier for our law enforcement
agencies. That is a good thing!
