[EAS] CAP EAS Logging Question

My reading of the logging rule is along the same lines as others who have
opined, which is all received messages must be logged.

This is where the incoming location filters as well as the sending
location identifier needs to be carefully programmed so as to avoid the
all-state default.  And where the rules are modified to permit the boxes
to filter messages and ***not*** even show location ignored messages.
