Also, if the IBA doesn't pan out you might try the chair of the SECC or someone else on the committee.
If you don't have info for them, look at whatever copy of the state plan you do have on hand.
I would expect that the names of the chair and/or committee members would be included.
Even if any of them are no longer serving, they might be able to tell you who replaced them.
