[EAS] FEMA Test Today

I have our DASDEC set to log all EAS messages it receives via CAP, so I see several monthly tests that way, in addition to the IPAWS RWT's for all regions.
In fact, I just got this interesting gem last night from Virginia:

"A CIVIL AUTHORITY HAS ISSUED A REQUIRED MONTHLY TEST FOR THE FOLLOWING COUNTIES/AREAS: Amelia; Caroline; Charles City; Chesterfield; Colonial Heights; Dinwiddie; Emporia; Essex; Goochland; Greensville; Hanover; Henrico; Hopewell; King William; King and Queen; Lancaster; Louisa; Middlesex; New Kent; Northumberland; Petersburg; Powhatan; Prince George; Richmond (city); Richmond (county); Sussex; Westmoreland, VA; AT 10:14 PM ON AUG 12, 2013 EFFECTIVE UNTIL 11:14 PM. MESSAGE FROM IPAWSCAP. 
A required monthly test has been issued for Amelia County, Caroline County, Charles City County, Chesterfield County, The City Of Colonial Heights, Dinwiddie County, The City Of Emporia, Essex County, Goochland County, Greensville County, Hanover County, Henrico County, The City Of Hopewell, King William County, King and Queen County, Lancaster County, Louisa County, Middlesex County, New Kent County, Northumberland County, The City Of Petersburg, Powhatan County, Prince George County, The City Of Richmond, Richmond County, Sussex County and Westmoreland County. Tune to your local TV or radio station."

There's some interesting county names out there!
I wonder why they end it with "Tune to your local TV or radio station" for a monthly test?

Just returned from time off and noticed a CAP RMT on 8/7/13.  This is the first RMT we have received.  All others have been RWT's.  This was received on two Sage boxes.  Is this normal operation now?  A copy of the alert is below.
