I think we should all step back and take a deep breath.

At least in my experience no major complicated system that I've set 
up has worked perfectly.  (Maybe some of you are perfect and walk on 
water when required.)  The guys at FEMA / IPAWS / CAP are talented 
and dedicated.  So give them a chance to learn from this experience.

Remember that Google after spending boat loads of money with massive 
redundancy has had outages.

I still believe that CAP is the answer.   And delivered by the 
Internet is becoming the best way to do this.

We just need to fine tune the system with what is learned from 
experience.  And the more regular tests are sent the more experience 
we have and the better the system will work.

Bottom line is the need to get information to the public FAST and ACCURATELY.
