[EAS] IPAWS OPEN server still down as of 1030 EDT - 9/23/12

As subscribers to this list know, we now have confirmation from EAS clients in multiple states and time zones that the IPAWS OPEN server went down at 1121 EDT yesterday.

As of 1030 EDT today, 9/23/12, IPAWS OPEN is still down, and no official explanation from FEMA about what happened and when the server will be back up. 

This may not be a DNS resolution issue as was suggested earlier today on this list.
