[EAS] Fwd: Blue alert in California this week

Doesn't sound to me as if all the criteria were met.  Plus, it is weird 
that California has the gumption to establish its own EAS alert for 
which there is no code.  Yes they could have used LEW or CEM, but the 
code doesn't really spell it out does it.

They need to train EM's to utlize EAS and not make up their own rules.
