On my Droid 2 I open up all apps and scroll down to 'Emergency Alerts' The icon has a red cross on a white background. All alerts are saved there forever unless I delete them individually.

2. The message came up on my locked screen but when I tried to review it, the message was not saved in my phone in messages, email or anywhere else I could find.

Richard,
On my Android (Samsung Galaxy SII on the Sprint network) it was just a normal text message easily retrieved. The two Flash flood warnings I received last week and today's test are still in the message folder to review.
