Our experience is the behavior can be different for different devices
in the service of the same carrier.  The same device can also behave
differently for different carriers.  For example, some iPhones with
iOS6 installed are CMAS/WEA enabled if the carrier is Verizon, but are
not enabled if the carrier is AT&T.

We've tended to learn from experience and feedback from NWS employees
around the country who have experienced a WEA message.  But a good
