Yes, FCC Rules Part 10 (CMAS rules) stipulates the same parameters for CMAS alert tone as EAS Attention Signal - it is supposed to sound like an EAS Attention Signal - pretty cool move on FCC's part - and one reason in my comments filed to the last EAS NPRM to not do away with the EAS on-air Attention Signal, as now both of these alerting method use the same Attention Signal.
As for the CMAS message Inbox, it is sometimes within the CMAS application, if you can locate that on your mobile device - same place as where you do the opt-in/out settings most likely. Unfortunately, each CMAS app puts the CMAS Inbox where it wants - no standardization on that.
