It boils down to the location's ordinances and statutes, how badly the
local official was interfered with, and whether something bad happened as
a result of that congestion.

FWIW, my in-laws are all in her district and know her all to well. My
father in law is the township president. I know for darn sure he can and
does remember many things I would have long forgotten about.
