I agree with you, but it seems not very many people in our area do. The
local emergency management has left the impression at meeting they do not
like EAS in any form, do not want to improve it, and do not plan on every
using it. The only reason to come to the meetings is they had to. Past
history has shown this out, also. If the is an emergency announcement it
seems they refuse to issue an EAS. Hard to push uphill from the end of the
chain.

EAS is 'supposed' to be a - cooperative - between the source of warnings
(emergency management etc) and those that distribute those messages to the
public (NWS, broadcaster and cable etc). The EAS, at the state and local
levels, should not be a government run system. Again this is the reason
why every state is to have an SECC and every local area an LECC where - ALL
- the stakeholders can work cooperatively to create the best possible EAS
for all the parties involved. If your area does not have these committees
in place (and actually functioning) perhaps its time to get the local
broadcast and cable community involved and change the way things are done.
As I have said to many - The success (or failure) of your state/local EAS
systems is up to you. You should NEVER roll over and remain quiet
regarding a dysfunctional system. The folks in your area are very lucky I
don't live there.
