[EAS] Daisy Chain

Responding to Redgy's comment - 

What about places that are still using a daisy chain system.  Our station
still gets everything through an LP1 so if they do not forward, we do not
get it. 

This is an area where - WE - can make improvements to the EAS without
waiting for some government entity.    The decision to funnel all EAS
messages for an area through an LP1 is a - local decision ... one that can
be reversed.    This is, normally, the work of the SECC and/or LECC.   If
they have not tackled this issue and moved to a system that is more reliable
than the 'weakest link'  (aka Daisy Chain) system...perhaps it's time they
did.
