To Alex' point:

True that unattended mode forwards everything, but "everything" is still defined by what you allow your EAS device to forward.

There has been no change to the voluntary nature of airing local and state EAS events.

I know that some stations restrict the events they forward for a variety of reasons -- this applies to attended and unattended EAS operation. I also know that many stations are reviewing their policies for forwarding NOAA/NWS NWR EAS events due to what is being called "message flooding" associated with repeated EAS activations for what amounts to the same weather event. I have personal local experience with one of my clients, ironically, with "message flooding" related to EAS flash flood warnings (FFW's).
The BWWG now has a contact with NWS management in Silver Spring, MD to open a  discussion on this issue.

Back to Alex' point, as some of you may know, the BWWG has recommended that local EAS committees review their plans to come up with a short list of EAS events based on local risk assessment to try to get maximum voluntary forwarding that could lead to greater buy-in to issuing timely life safety and-property preservation EAS events from the warning origination community.
