One thing i haven't seen mentioned here yet about this whole thing is
that i have stations that run in "unattended" mode... meaning EAS
forwards everything.
The downside of the rules to the "save EAS for when it matters" factor
is that stations are required to forward * even if they're FEMA
testing at 11:30pm CDT.
