I would submit that there are valid uses and needs for both forwarded and non-forwarded messages of an administrative nature that should not wind up on the air. As Gary Timm has said, Wisconsin has a policy that involves forwarding of ADR's.
i would also submit to Dave's point that those of us who have been and are contributors to the process to date are in the best position to recommend operational policies that warning originators should adopt.
I have likened our EAS experience to being at the bottom of a dark basement coal chute waiting expectantly for the next delivery, but not knowing when it will come, or how much will be delivered.
In exchange for our putting forth our best efforts to relay life safety warnings to a public at risk using the airwaves and cable, I believe we should have a seat at the table for issues that helps us do a better delivery job.
The Comment process to date for 04-296 has put a lot of recommendations on the table from key stakeholders. Fine tuning the process goes beyond what Part 11 can do for us, hence the need for an effective broad-based public private EAS stakeholder advisory committee.
Pending legislation may help us get there, but legislation or not, we need to get there. Part of "getting there" will be continuing to listen to people who subscribe to this list and others who are experiencing problems, are solving problems, and who are helping to refine workable solutions to problems.
