[EAS] "extra" CAP test - Not in TN

These tests only covered states with a majority of the state in the 
eastern time zone.  So over 80% of the USA didn't know about or see this 
test. States with significant portions in the eastern time zone like TN 
and KY didn't see the test either.

I will say I'm seeing a pattern where FEMA is aligning their test 
practices with time zones. The problem with that is over 1/4 the states 
have their territory split in some manner between time zones.
