That's not going to happen. NAB is not going to come out in opposition to a
service for the blind. This law wasn't passed in a vacuum and when it was
proposed, I can remember the comments in the newsroom about "TV for the
blind" and "wasn't that what radio was for?" Opposing this law now would be
a losing proposition. 

The group with the most to lose would be the Spanish speaking community who
get translations of their favorite American programs on the Second Audio
Program. Those groups need to comment on this proposal.

Congress made the law, Congress can reverse it.   I would suggest the NAB
lobby to get the law overturned or changed.  That is what the NAB lobby is
for.
