Agreed !

It seems to me that this effort needs to be expanded to deal with long
standing issues that are at the root of the problem.   

Perhaps this is the time to press for changes that will address the needs of
not only those that those with certain disabilities but the entire
population.

For example - 

1 - How does Radio and TV reach the huge segment of our population that is
tuned to other, non-broadcast, entertainment sources?

2-  How does Radio or TV reach those that are not tuned to a broadcast
facility, in a vehicle, that has such a unit installed?

3- How does Radio or TV reach the vast majority of the population that is
likely sleeping 1/3 of the time?

Rather than jump on another 'Band-Aid Bandwagon'  Perhaps the inclusion of
warning systems - within - all future Radio and TV equipment will, at last,
provide a means to distribute warnings to everyone....and, in the process,
address the needs of the disabled.     This does not require the development
of new technology, rather it requires a regulatory framework that puts all
of these devices on a level economic playing field.
