My thoughts.

I am somewhat partial to the blind.  I grew up with a cousin that 
lost his eyes on Iwo in WWII.  And I've had an on and off 
relationship with Broadcast Services for the Blind.

But we do not need more unfunded mandates.  Especially knee-jerk 
response not well thought out unfunded mandates.

The Federal government maintains a nationwide radio network.  If the 
feds really want this to happen put the warning appliances on NOAA radio.

TTS for CAP is a no-brainer.

The faster that CAP is implemented across the US the better we all will be.

And the problem -- or bottleneck -- remains at the origination point, 
especially at the local level.
