[EAS] FCC proposed rulemaking issued on video acccessibility for emergency info

Am I missing something? If this is a secondary audio, I don't think most TV tuners will do a forced channel change, so how are viewers going to know to check the secondary audio presuming they can figure out how to do that. What about stations that are translated on analog cable systems?
