[EAS] FCC proposed rulemaking issued on video acccessibility for emergency info

Several years ago a tornado hit Washington D.C. and
suburbs...

The NWS missed it entirely, the local TV stations picked it
up and broadcast warnings.

The FCC then criticized the TV stations for not running a
crawl or other visual warnings.

Later that year at the NAB in Philly one TV guy suggested to
the FCC folks that if they were going to make a big issue of
this--the TV stations might just not do any warnings and
relay upon NWS and EAS...

Be nice to have a government that wasn't always catering to
a small minority to the detriment of everyone else.
