[EAS] Two EAS decoders in series

We have 2 Arbitron encoders in series on our stream.  Only one is on at a time.  A method of an easy way to get a backup on quickly.

That is an interesting configuration.
I don't recall there being any rule that prohibits doing this.
And the rules only stipulate that you must comply with the rules.
And if this is a choice that allows compliance or even enhances compliance, and it doesn't cause other problems, then why not.

I use my legacy SAGE box to listen to our air signal and it logs that we actually put the EAS alert to air.
Otherwise you are forced to believe, based on the log generated by the sending device, that the alert was aired.
When in fact the only thing you know from that log is that the alert was generated by that equipment.
You get the same log even if the transmitter is off the air.
So does an EAS alert really get aired if nobody (or nothing) heard it?

I also noticed in the diagram that the two Arbitron encoders are in series.
I know nothing about how these devices work, so someone help me out.
If you have two Arbitron encoders in series does that double your Arbitron numbers?
