[EAS] Good News from NWS!

In the case here with message flooding, it's usually quilts of warning 
polygon's ultimately encompassing multiple warnings for the same 
county(ies) during the same progressing event(s). If the NWS knows an 
event is going to maintain strength as it progresses across a whole 
county, then issue one warning for that(those) county(ies) end to end.

NWS needs to recognize that multiple SVR's, FFW's and TOR's covering the 
same county (subdivisions not withstanding) for the same event will 
drive the cry wolf syndrome that much faster.  Especially at night when 
radios go off incessantly as progressively linear events cross the area 
and the NWS issues 5 warnings each covering partial counties.

I wish our WCM would understand that. And since few radio stations carry 
NWS messages here, that's not going to change unless the TV's and EMA's 
step up and make the same argument.
