Getting back to the original question: It appears that there were a total of three non-NWS Sandy related CAP messages sent to IPAWS OPEN. All three of them issued by NYC OEM and all resulted in CMAS alerts appearing on cell handsets. The first was the Mandatory Zone A evacuation notice issued about 6 AM Sunday and the second two were shelter in place advisories issued about 2:36 and 3:21 Monday afternoon.
