[EAS] Slow go on State EAS Plan re-writes

As a State EAS Broadcast Chair, I had hoped that my SECC and I could have our State EAS Plan updated to the new rules by June 30. I have come to the realization that we won't accomplish that, and I'm ok with that.

Radio World Magazine's Randy Stine published a good article on this topic; if you haven't seen it, there is a link in my AWARE post. BWWG is doing a great job on a sample State EAS Plan; see the link to the latest iteration of that work in my AWARE post as well.
Long story short, for now SECCs can start working on the updates they do know need to be done, but there will be more FCC EAS rule changes and expected FCC guidance, so it seems it will be awhile before any SECC is sending its State EAS Plan to FCC for approval.
