[EAS] Some Q and A's on EBS-CAP

There is a new posting on the EAS Forum based on my talk at the San Diego SBE Chapter's lunch meeting earlier this week where several timely EAS-CAP questions were asked. I did not have all of the answers during the meeting, so this posting is a follow-up for the SBE Chapter as well as for all EAS stakeholders.
