[EAS] FM Enabled Phones to Receive Emergency Messages

General comments

The "FM Enabled Phones" appears to me to be more a way of getting 
back at various web related audio sources.  Perhaps the excuse of EAS 
is thrown in.  I see it as a desperate act from a business that has 
lost its way.

CMAS is in my mind a step in the right direction.  The goal is to get 
an emergency message out as fast as possible, as accurately as 
possible, to the right people.

When I am made Emperor For Life CMAS will be mandatory for all carriers.

And at the same time, EAS at the local level will be mandatory for 
all Part 73 licensees.  There will be carrots and sticks to encourage 
local public safety agencies to participate.  Reasonable carrots and 
BIG sticks.

And participation in state planning committees will be mandatory.
