[EAS] Sample SECC Plan now available for EAS for EAS committee use

Dave/Everyone:

The COO element was in the California plan when the FCC approved it during the EAS startup process. The idea came from a man named Stan Harter, whose thinking brought about refinements to the old EBS based on what Stan accomplished in Hawaii when he worked for emergency management there. The original Parkersburg, West VA EBS model did not fit all cases. Stan moved from Hawaii  to California and a similar EM position with the state OES. Stan was a key force behind the original California EAS plan, and helped evangelize EAS throughout our state with many, many personal tours around this huge state where he helped bring local emergency managers and broadcasters together. 

I hav no reason to believe that the FCC would reject the COO concept now, and am in the process of verifying this with the FCC.

The CA SECC plan as revised when AMBER started in 2002 carried a dedication to Stan, and the current CA SECC Plan re-write will continue that dedication to his memory.
