I like the idea of putting changeable items in the "Communications
Operational Orders"... IF the FCC buys into it. That would seem to make
managing the plan more efficient. Maybe I'm missing something, but I
guess I'm a bit skeptical that just because back in 1996 the FCC
"approved" a particular plan... doesn't mean that they would now... or
that they necessarily read the 1996 version! I wasn't actively involved
at that time, but between the fact there would have been a bunch of
initial plans back then to review... and some of the dubious content of
some "approved" plans I've seen from those days... makes me wonder...
Was anyone from the FCC at this workshop? It would be really nice if
the FCC could officially "bless" this template. You'd think it would be
in their interest. After all, if most of the plans coming across their
desk followed the same format... it would presumably make it quicker and
easier for them to review and approve. And if the COO concept allowed
them to have FEWER updates to review/approve in the first place... all
the better for them as well.
