The dirty little  CMAS secret is that most carriers are not participating. If you look at the list at the FCC website, you will note that 126 cell providers have opted in to CMAS. 461 have opted out. 34 have filed to participate "in part," among them AT&T, Verizon, Sprint, and T-Mobile.
