[EAS] Max Length of EAS Messages

This is great....There is a lot to be done to make EAS effective at the
local level.  LECC's should 
Have ALL the stakeholders in an area meeting on a regular basis.   One of
the reasons that the 
EAS is no used as much as it might be is due to lack of communication
between those entities
That are the sources of messages and those facilities that distribute the
messages to the public.

Some of the EM's in counties around the Omaha metro got interested in this
after last summer's flooding.
Our county EM had my contact info.
An LECC was formed late last year and we are working on developing a local
plan.
