Now, yes. Later, no - at least as of now.
The real issue with the converters, from the way the Rules are written,
is the ability of the converter to output video or graphic
information... for TV and cable systems. Since basic radio doesn't need
nor can even use such a feature at the most basic level, I'd look for
this to be revisited long before the 2015 "drop dead" date (June 15,
IIRC) for CAP-to-legacy-EAS converters. On the other hand, as the
legacy units age, there will come a point where even the legacy units
now on the Little Brown Truck will need replacing; so it will
eventually become a moot point. Right now, though, converters are legit.
