Tom,

The new ENDECSETD works exactly the same way as the old one.

If you download and save from the web browser, the browser decides
what folder the file goes into by default - where that is depends on
the browser.

If you download and "open" from the browser, the browser again
decides where the file is going, and that is usually in some
temporary folder. You should do a "save as" from ENDECSETD to be
sure you can find the file again.

Yes, if you assign a fixed IP address to the ENDEC, and you make a
network change that invalidates the address, you will need to give
the ENDEC a new address. This would be the same for any other device
on the network with a static address. If you use DHCP, you are
protected against that, but not everyone can use DHCP.

If the ENDEC can't poll the server, it will flash an LED on the front
panel, and send a message to the front panel MSG buffer and will send
an email (though not very well it is can't get on the internet). It
will also give status on its web page (again, you'll need the
network). It will stop logging the CAP RWTs, via printer, ftp,
email, front panel, USB) however, and someone at the station should
be looking for those and notice they are missing.
