[EAS] CAP/EAS deadline

For those waiting, sage finally released the software update that should allow
users to access the FEMA CAP server.

Just in time, the FCC PSHSB issued a Public Notice reminding stations that
their CAP EAS receiver must be "installed and operational" by June 30th.

BTW ... for those in the Atlantic, Eastern, and Central time zones, the FEMA
says they did *not* send out a CAP RWT today.
