[EAS] More frequent CAP EAS RWTs proposed through the June 30 implementation deadline

The chart only lists the usual once-a-week tests that FEMA has been sending.
It doesn't include the extra tests that Al wants to send between now and the
30th. We need to know what's been sent so we know if we've missed something
and to properly complete log reviews.
