Adrienne,

I agree, originators need a way to test and train as well.  Just not 
with the RWT.  There are several ways to build a CAP alert that 
doesn't go on the air.  Any status that isn't Actual.  Any alert with 
scope that isn't Public.

Care must be taken to make sure test alerts don't leak out on the air 
with a bad origination setting, and that a real alert doesn't end up 
in the bit bucket for the same reason.

Likewise, everyone should be a chance to fire a live round now and 
then.  A round robin for RMT origination could be done within a local 
area.  A seldom used code like DMO could be issued from time to time 
that only a designated test station would carry.
