Yes, I agree. Just not a real RWT on the real system, every week.
Training for originators is an entirely different set of issues. There are element values in CAP messages that can be used to keep messages off the air - the trick is to make sure a test message isn't miscoded as live, and likewise a live one as test. And that a cap decoder that is configured to receive the test messages doesn't leak out live to EAS.
Remember, there have been several leaks of test EAN messages to live air, and this from a smaller set of people with better training than the onrush of new originators will have.
