[EAS] Observations and a question

Dick,

He's in the same boat I am here in Illinois and with Chicago driving the 
whole NE IL effort, damned be the suburbs.  Beyond the wisdom of not 
using the daisy chain of prior for the state distribution chain, they're 
completely lacking in most areas of interest and competence where it 
involves EAS. It will be pulling hens teeth to get new state and local 
plans ratified.
