You might see if you can refer your state's committee to the draft SECC Plan posted on the EAS Forum.

The point would be that there is language in it that specifically talks about the importance of building a partnership between state and local emergency management and those subject to the EAS whose function it is to relay warnings to the public whose purpose is to help save lives and preserve property.

Might be worth a try.

The draft plan link is the fourth item down on the main page at the moment. There is other information on the site you might find valuable.
