You might want to let the APCO people know about the draft state plan available on the EAS Forum that has a lot of language embedded in it that talks about the points you mentioned in your message.

FYI, I am waiting for CalEMA to get back to the CA SECC about a long-awaited face-to-face meeting with their new Secretary, Mark Ghilarducci. We are hoping to make all the points you outlined with him that should be made to all the other state and local emergency management agencies.
